The journal is designed to fill an empty niche between the public administration system of science and the community of researchers of problems of science, to become a platform for dialogue, a communication channel for two relevant professional groups, the quality of the state scientific and technological policy, the effectiveness of the forms, mechanisms and management tools used depend on their interaction. science.

The journal is intended for regular constructive dialogue between the scientific community and government on the development of Russian science, designed to qualitatively improve the circulation of ideas between science and the public administration system in the field of scientific research, experimental design and technological development (R&D), including the transformation of intellectual results obtained in science research in state management decisions, in documents of state administration of science, as well as Clarity in a wide scientific environment with the help of the science-research community of the state-led scientific, technological and innovation policy.

The journal "Management of Science: Theory and Practice" is:

  • a way of forming a consolidated understanding of the state and problems of Russian science, modern threats, challenges, opportunities and ways of its development, promising ways to solve the problems of innovative and scientific and technological development, effective forms, mechanisms and instruments of public administration of the R&D sphere;
  • a platform for constructive dialogue between researchers of science and representatives of government bodies in the field of R&D, a platform for communication between researchers and government managers with interested entrepreneurs and civil society on the formation of scientific, technological, innovative and industrial policies, mechanisms for its implementation, including possible ways of modernizing the field of R&D, possible scenarios for the development of a national scientific system (NNS) and a national innovation system (NIS), management models tions and funding to meet modern challenges and opportunities;
  • a mechanism for expert evaluation of existing and draft state documents of a conceptual-programmatic and regulatory nature that determine the organization and development of the R&D sphere, with a view to correcting them and providing a broad public explanation;
  • a form of consolidation and coordination of the activities of the currently separated individual science researchers and separate science groups, a kind of consolidated virtual laboratory for analyzing and discussing the proposed approaches, projects and ways to develop the R&D sphere, for developing proposals for adjusting the state innovation, scientific and technological policy.
