Ethical principles and editorial policy

 The editorial team of the Science Management: Theory and Practice journal acts in accordance with Chapter 70 “Copyright Law” of the Civil Code of the Russian Federation, the ethical principles established by the Committee on Publication Ethics (COPE; see: https://publicationethics.org/core-practices), as well as generally accepted research publishing ethics guidelines.

The editorial team is responsible for all published content. This implies the editors’ desire to accommodate research requests of readers and authors, to ensure high quality of published items, not to hinder the expression of authors’ opinions, to exclude the satisfaction of financial and other pragmatic needs to the detriment of intellectual and ethical standards, as well as their willingness to publish corrections, clarifications, refutations and apologies if and when it is necessary.

The editorial team assumes that both authors and reviewers are aware of the requirements imposed on them.

The editorial team and the editorial board make decisions on the acceptance or rejection of submissions by analyzing solely their professional level and quality, regardless of race, gender, nationality, citizenship, religious, ideological or political viewpoints of authors.

The editorial team of the journal decides on the publication of an article in reference to the reliability of data, academic significance and research novelty of the submitted work.

The editorial team of the journal applies the double-blind review model to evaluate each submitted text as objectively and impartially as possible in terms of its research value.

The editorial team takes obligation to prevent conflicts of interest between the parties involved in the review process by excluding co-authors, research advisers or experts affiliated with the authors of the reviewed work from among the reviewers.

The editorial team stops preparing a manuscript for publication if violations of publication ethics are suspected or verified. They include plagiarism, sending previously published works to the journal, misappropriation of the results of other people’s research, as well as falsification of data.

The editorial team does not use any data obtained from the submitted manuscripts and does not transfer information to third parties before publication (with the exception of reviewers).

The editorial team consults with authors about all essential corrections made to their texts. In case of disagreement with an edit, both parties have the right to refuse publication thereof, but the editorial team does not enter into further correspondence with the authors.

The journal publishes manuscripts absolutely free of charge. Any attempts to offer a financial reward by authors or other interested parties may result in a rejection of the submission.

The editorial team is responsible for the published materials, but they do not necessarily reflect the views of the founder, editorial council and editorial board.

Ethical Guidelines for Authors

Authors do not submit previously published items to the journal, as well as articles proposed for consideration in other publications.

Authors indicate all the persons whose work formed the basis of the study. People who did not participate in the research should not be listed as co-authors.

All texts submitted by authors for publication present the results of their own original research. All references and quotations should be accurately verified, which makes it possible to avoid plagiarism. Properly prepared bibliographic references are given to all works that have influenced the course of research to one degree or another. Information on original sources and authors of all borrowed fragments or statements should be provided. Using deliberately unreliable data may result in the retraction of an article from the journal.

Texts submitted by authors for publication in the journal contain logically and methodologically feasible, well-argued and tenable points. If necessary, authors may use third-party data and it should be appropriately formatted.

Texts proposed for publication should be relevant to the aims and scope of the journal. They must not contain falsified data, as well as illegally appropriated results of research conducted by other people.

The copyright to original graphic materials presented in manuscripts belongs to the author(s); if these materials were created by the author(s) using other sources, then the corresponding bibliographic references are given.

Authors provide their personal data in submissions (affiliation, work address, position held, academic degree and/or rank (if any), email address) and give their consent to processing and publication of these data in the journal.

Authors agree that their submissions will be double-blind reviewed. They undertake to cooperate with editors to improve, shorten or extend submitted works in accordance with reviewers’ comments, as well as to correct inaccuracies.

If errors are found in an item that is under review or has already been published, authors are obliged to notify the editorial team of the journal as soon as possible.

All materials submitted by authors are published free of charge.

If authors violate the ethical principles, the editorial team refuses to review manuscripts submitted by them and discontinues any cooperation with such contributors.

Ethical Guidelines for Peer Reviewers

All reviewers are experts in the field of study covered in a manuscript.

Each submitted manuscript receives two reviews from two peer reviewers.

Reviewers cannot be members of the research team, which includes the author(s) of the reviewed work. They must not have joint publications with the author(s).

Reviewers should not be research advisers or consultants of any of the authors who are applicants for an academic degree.

Reviewers who do not have sufficient knowledge to evaluate a manuscript or cannot be objective and unbiased should contact the editors with a request to exclude them from the review process of this submission.

Reviewers are obliged to give a reasoned evaluation of the presented research results, avoiding personal criticism of authors.

A review should objectively evaluate the materials submitted for publication and contain a comprehensive analysis of their research and methodological advantages and disadvantages.

A review should contain an analysis of the compliance of the submitted manuscript with the aims, scope, format and guidelines of the journal, as well as an assessment of the research novelty, validity of experimental data, correctness, consistency and clarity of the submission, as well as the representativeness of the references.

Using the results of the reviews of a submitted manuscript, the editorial board of the journal makes a decision on the possibility of its publication – in its current form, after copy-editing and proofreading, after a major revision (this implies a rereviewing) – or on its rejection.

Based on the results of external and internal (editorial) evaluation process, if necessary, a review of a manuscript is sent to the corresponding author. It indicates the required improvements and the time frame in which they need to be made.

Reviewers should not use information about the content of the work in their own interests before its publication.

A reviewed manuscript is a confidential document. It is unacceptable to send it to third parties for studying or discussion. In case of a conflict of interest, the editorial team should be notified as soon as possible.

Plagiarism

The Editorial Board always check all manuscripts submitted for publication in the journal for plagiarism by using Antiplagiat System (https://fnisc.antiplagiat.ru). Any suspected misconduct ends up with a rejection of an article.
