Abstract

The article raises the problem of the legal status of a scientist as a special subject of legal relations in the field of science. The authors note the lack of unity and consistency of Russian law in the use of terms to designate persons who conduct research activities. Various terms are used in bylaws: leading scientist, young scientist, scientific and pedagogical worker, scientific worker, etc. The lack of uniformity leads to the erosion of the concept of a scientist, a researcher. The paper substantiates the thesis of the need to formalize the term “scientist” at the level of the basic law on science and innovation. The decisive criterion for qualifying a person as a scientist in the article proposes the presence of the results of scientific and (or)scientific and technical activities recognized in the established manner. This approach allows a wider range of researchers to be included in the number of scientists, who may not have documents on scientific qualifications. The article presents the classification of researchers on various grounds. Particular attention is paid to the rights and duties of scientists, there is a correlation between the growth of ethical requirements and the importance of the profession of a scientist and the level of their social and material well-being. The need to improve the status and prestige of the profession of a scientist in the Russian Federation is noted.
